Each chart is searchable one at a time. It would be strange if every individual chart were to be displayed with a y axis that goes up to whatever the max state happens to be.

the charts are apples to apples, both have appropriate scales to be able to display the CHANGES OVER TIME IN THE SAME STATE.
With too small or too large of a scale, such as arbitrarily using one state's totals as the standard, would mask these rates of change.
