The "are you ready to see arrests" line is more likely simple pressure tactics. Make DS actors sweat in anticipation, when the reality is all their foreign contacts are cut and most if not all are currently unwillingly playing their part in their own smear campaign through C19.
"Crimes against humanity" from C19 would be the lead-in to any other potential charges.
