I'm looking at this being an insider setup. Baldwin is a hothead. Organized crime groups always take out their lose canons. Either they kill them or find a way to set them up. Swapping ammo is so easy when no one is looking…This was probably hired out to temps to send a stern warning to Baldwin and others who are unreliable with keeping secrets and cannot maintain composure in their ranks.
