What if the Chinese have weather mod tech and this is their attempt to break US dams? Retaliation for all the pressure put on Three Gorges Dam. Those earthen dams in CA have been sitting dry under high heat all summer. That is not good for earthworks. Now all this rain, if it gets as bad as they claim, is going to cause problems. At a minimum, all the burned out areas will now be subjected to land/mudslides. Record high amounts of rain/snow over the west and the Rockies this winter could cause big problems six months from now. Worth keeping an eye on at any rate.
