So the current theory is:
The Cartel is becoming concerned at how close the White Hats are coming to the truth by starting down the road that eventually leads to Jake Sullivan and Marc Elias as co-conspirators who carried out Clinton orders to develop a plan. That plan was to create a 'Trump Russian Collusion' campaign to initially hamstring the new President Trump administration till further plans could be developed.
They used Halyna as a sacrifice that was somehow involved in the intel community and connected to the law firm that was defending Sussman to warn that community to keep their mouths shut. Alec Baldwin was a willing conspirator and wooed her to his 'Rust' Film when he got the 'hit' order from Clinton. Clinton allies supplied the 'Rust' film crew with the armorer, who supplied the loaded gun to Baldwin to shoot Halyna. The Cabal then used the shooting to try to replace 'Let's go Brandon' with Brandon Lee stories of being shot by a prop gun. Additionally it got Biden and good ole Satanist Merrick Garland out of the news cycle.
It looks like this nest of vipers is much more vicious than we thought. My hunch is Alec Baldwin knew exactly what he was doing and was ordered to do it.

I believe for this an intermediary was given the order and that order was given to the appropriate Hollywood contact.
