I am a Buddhist and have discussed Karma throughout t my practice but they never say what is behind Karma, the Force that distributes it. I have come to the conclusion that it is God behind the dealing of Karma. It is simple make goods causes get good effects, make bad causes get bad effects. Another Anon pointed out Energy seeks balance, God distributes the balance, and you will always have to face your debt.
