Section 2 and 3 detail sanctions against countries and persons involved in election interference.

 

Sec. 2. (a) All property and interests in property that are in the United States, that hereafter come within the United States, or that are or hereafter come within the possession or control of any United States person of the following persons are blocked and may not be transferred, paid, exported, withdrawn, or otherwise dealt in: any foreign person determined by the Secretary of the Treasury, in consultation with the Secretary of State, the Attorney General, and the Secretary of Homeland Security:

Cornell law defines property and property interests including goods, wares, merchandise, chattels, stocks on hand, ships, goods on ships plus much more. This executive order appears to block transfer of property within the US. It would be in someone's best interest who is effected by this EO to not bring additional property into the US until the EO is no longer in effect?

 

Additionally there is a restriction in persons entering the country from countries involved in election interference.

 

Sec. 6. I hereby find that the unrestricted immigrant and nonimmigrant entry into the United States of aliens whose property and interests in property are blocked pursuant to this order would be detrimental to the interests of the United States, and I hereby suspend entry into the United States, as immigrants or nonimmigrants, of such persons. Such persons shall be treated as persons covered by section 1 of Proclamation 8693 of July 24, 2011 (Suspension of Entry of Aliens Subject to United Nations Security Council Travel Bans and International Emergency Economic Powers Act Sanctions).

The COVID-19 Geographic Proclamations Currently in Effect

 

Proclamation 9984 of January 31, 2020 (Trump), published at 85 FR 6709 (February 5, 2020), effective February 2, 2020, continued in effect by Proclamation 10143 of January 25, 2021 (Biden), published at 86 FR 7467 (January 28, 2021). Covers:

China. Restricts the "entry into the United States, as immigrants or nonimmigrants, of all aliens who were physically present within the People's Republic of China, excluding the Special Administrative Regions of Hong Kong and Macau, during the 14-day period preceding their entry or attempted entry into the United States," unless exempted or otherwise excepted.

 

There are several other countries on this list, it is not clear to me if a foreign national from one of the restricted countries may enter through an unrestricted country if the time period is met.

 

It appears that sanctions described in EO 13848 may be in effect but are being attributed to COVID.
