While it's not possible to break the randomly generated one-time pad encryption, EAM and SKYKING traffic can be used to monitor STRATCOM activity generally. The day JOETUS ordered the Afghanistan pull-out, EAM traffic was off the charts, both in traffic and the alpha-numerical message cyphers.
