CLAIM: President-elect Joe Biden is part of the “New World Order” conspiracy and confirmed an agenda to “microchip the masses.”
AP’S ASSESSMENT: False. The shortened clip that circulated on social media was missing context. Social media users posted a video from Sept. 12, 2005, of Biden, who was a senator at the time, questioning then-U.S. Supreme Court nominee John Roberts during a confirmation hearing. Biden was asking Roberts whether he would defend the constitutionally protected right to privacy.
THE FACTS: The shortened clip of Biden circulated online Thursday. Social media users claimed Biden was announcing a plan to microchip people, 15 years before the COVID-19 pandemic.
False posts have swirled online for months claiming that the vaccines for the virus will implant microchips to track people. Some believe that such a microchipping plan will come about as a part of the “New World Order,” a conspiracy theory built on the idea that the world’s most wealthy and powerful are plotting to overthrow democracy and install a single, global authoritarian government.
During the 2005 hearing, Biden called for increased protections for Americans in the face of “challenges of the new millennium.” He was not announcing a supposed “agenda” or advocating the implantation of microchips; rather, he invoked the concept as an example of a key privacy issue that the U.S. Supreme Court could one day rule on.
Biden states in the clip: “Can a microscopic tag be implanted in a person’s body to track his every movement? There is actual discussion about that. You will rule on that, mark my words, before your tenure is over.” He goes on to give another futuristic hypothetical example when he says, “Can brain scans be used to determine whether a person is inclined toward criminality or violent behavior? You will rule on that.”
In his remarks, Biden advocated for the U.S. Supreme Court to interpret the Constitution in a way that would expand on protecting privacy rights, and pressed Roberts on how he would rule on those issues. “For the position you will take in this debate will affect their lives in very real and personal ways,” Biden said to Roberts during the hearing.
