they should be put in special places under strict and direct military control, away from society, preferably not on planet Earth, but up there in space on a rotating habitat or a rock with sufficient gravity
they should not be allowed to live among normal society, it is a much more humane means of punishment than just outright executing them

I think by heavenly realms they mean A)some higher parallel universe that exists on top of this one, just like layers of an onion, time would theoretically move at different speeds in each, and the universal constants would be different (think speed of light etc…), the 'evil' guys there have found a means to access our universe to exploit
B) the war takes places in a digital realm unknown to us, waves of data that compose the good and evil guys are constantly fighting, our computer networks are constantly being utilized by both parties
both would make an interesting scifi story
