They have strictly controlled the avenues of learning which could lead someone to understand their symbols. However, that's only one vector that approaches understanding. You can still freely learn about who they are and what they do through your own investigations of the natural world combined with observations of the system's outputs (and comparing with other's findings). This is why they're so desperate to completely replace the natural world in people's lives.
