you can substitute the terms
white hat, trump, good guys etc
for the word malice and it still applies
the original bill h r 5736 was introduced by a texas republican in 2012
it was never voted on so it was included into the defense authorization bill in 2013
they can be bi-partisan when they want to be
nah, this is local city or state taxes
the tax money not spent on police or other services will be going right into the pockets of your local/ state grifters as their cut / performance bonus
