Because the consequences were worse. Imagine 5-6 years of lockdown bullshit as the vaccines were prepared normally thru normal channels. Pushing it through at least accelerated the debate about masks, lockdowns, and vaccine safety. At least now the conservative states are open for business, and people have options.
And what do you think NZ would have been like with a long vaccine ramp up? Same.
