Bush stepped down to put an end to the Iran Contra investigations before they got to Mena, who he ran with the guy that succeeded him. Carter was just an ineffective blue so the country would go red. Also, pretty sure Bush made a deal with the Iranians to release the hostages minutes after Reagan's inauguration.
