I'm sure a lot of you are asking what the drawbacks are? It would awesome to have your DL automatically linked with your phone, no card to carry around etc. Sure, that can be nice. Let's think though for a moment on what has happened in 2020 and 2021 and ask ourselves a few questions:

 

What type of information can be accessed through this program and potential additions and outcomes:

·Credit Scores

·Travel Records

·Taxes

·Vehicle Registration

·Spending

·Voting

·Sex Offender Status

·Licenses and Permits of all Kinds

·Background Checks

·Rewards Programs

·Social Credit Scoring

 

Do all of those things sound like information the government should have access and control over?

There are many more, quite serious, reasons to NOT do this as opposed to do it for simple convenience. The potential for intrusion and the loss of privacy and rights is the direction this will most likely go, and then it won't stop until we no longer have autonomy to move freely without showing id.

We’ll let you decided what you think the best answer is, but we think something with the possibility of removing all freedom and autonomy needs to be completely removed, and we have to ask why our public servants, our representatives, thought this was a good program?

New Mobile Driver License to Offer Utahns Enhanced Privacy

Pilot Project Set to Begin for 100 Participants

The Utah Department of Public Safety’s (DPS) Driver License Division (DLD) is taking the first steps toward moving Utahns’ identities out of their wallets and into the 21st century with the initiation of a mobile driver license (mDL) and identification card pilot program. In addition to the convenience aspect of adding the primary form of identification to Utahns’ mobile phones, the primary benefit the mDL will offer Utahns is enhanced privacy by minimizing the amount of personal data they share, in contrast to what they now share when handing over a physical card. Utah’s mDL will be the first in the nation that will incorporate the industry standards established for privacy, security, interoperability, and authenticity. The pilot program is now ready to begin with approximately 100 select participants and will expand to 10,000 participants including the broader public later in the year.

What Utah’s mDL Is

Utah’s mDLs are a secure, contactless digital form of ID that give citizens control of the personal information they share with businesses. The pilot project aims to establish acceptance of the mDL by Utahns through use in real-world scenarios such as banking, travel, traffic stops, and restaurant and liquor store transactions that require age verification. The mDL is accessed through an app that users download to their mobile device and entities such as banks or grocery stores will utilize a reader that will request, receive and verify the integrity and authenticity of the mDL by accessing the DLD’s information infrastructure.

First mDL to Incorporate Privacy and Security Standards

What makes Utah’s mDL unique and pioneering is what it’s not: it’s not just a photo or digital representation of your driver license. Unlike other pilot programs, Utah’s mDL fully utilizes standards outlined by the American Association of Motor Vehicle Administrators in their mDL Implementation Guidelines and established by the International Organization for Standards (ISO). These standards provide the benefit of cryptographic proof of identity that cannot be achieved by simply showing your phone screen to a clerk at a business. They establish the standards by which an mDL and mDL reader will access the DLD’s infrastructure in order to verify the information contained in the mDL.

Selective Data Sharing

Utah’s mDL will allow users to have control over data minimization, which is a primary component of privacy. Data minimization means that a mDL holder can release only select data elements to a verifying entity. This stands in contrast to sharing all data as individuals do now when they hand over a physical card. For example, when using a mDL to prove one’s age, the mDL holder can limit data release to only a portrait image and the fact that the mDL holder is older than 18. This privacy aspect is a primary benefit to Utahns who utilize the mDL.

“Our Driver License Division is committed to working with residents and stakeholders to implement a solution which provides the highest value to Utahns: one which is accepted anywhere, provides enhanced privacy, security and personal control,” said DPS Commissioner Jess L. Anderson. “Your privacy is of the utmost importance to us. The mDL gives you control over your data. You choose what information to share when your identification is requested.”

Utah State Senator Lincoln Fillmore led the efforts to get the mobile driver license piloted in the state. Following the passage of Senator Fillmore’s SB100 during the 2019 legislative session, the Driver License Division began the process of studying the cost, process and vendors necessary to implement mDL in the state.

For mDL, Utah DLD is working with GET Group North America and its technology partner Scytáles to provide GET Mobile ID, an ISO 18013-5-compliant application that puts an official driver license or ID Card on a citizen’s smartphone. The contactless ID document can be verified with a tap or scan and is accepted worldwide using any ISO 18013-5 compliant reader, such as GET Mobile Verify. The GET/Scytáles mDL technology was the first to pass the formal conformity assessment testing, meant to ensure compliance to the stringent standards that allow for global acceptance and interoperability.

Pending the outcome of the pilot project, the results will be shared with the legislature which will determine whether or not to implement the mDL statewide. Utahns will continue to have the option to receive a physical card for the driver license or identification card.

ISO18013-5 Compliance

Utah’s mDLs are the first in the nation to be fully compliant with the International Standards Organization’s interface and related requirements to facilitate compliant driver license functionality on a mobile device. The requirements are specifically intended to enable verifiers not affiliated with or associated with the issuing authority to gain access to and authenticate the information. In addition, the requirements allow the holder of the driving license to decide what information to release to a verifier. Other major advantages include the ability to update information frequently, and to authenticate information at a high level of confidence.

Apple announces first states signed up to adopt driver’s licenses and state IDs in Apple Wallet

Arizona, Connecticut, Georgia, Iowa, Kentucky, Maryland, Oklahoma, and Utah are among the first states to bring state IDs and driver’s licenses in Wallet to their residents

Driver’s licenses and state IDs in Apple Wallet provide an easy, fast, and more secure way for people to present their driver’s license or state ID from their iPhone or Apple Watch.

CUPERTINO, CALIFORNIA Apple today announced that it is working with several states across the country, which will roll out the ability for their residents to seamlessly and securely add their driver’s license or state ID to Wallet on their iPhone and Apple Watch. Arizona and Georgia will be the first states to introduce this new innovation to their residents, with Connecticut, Iowa, Kentucky, Maryland, Oklahoma, and Utah to follow. The Transportation Security Administration (TSA) will enable select airport security checkpoints and lanes in participating airports as the first locations customers can use their driver’s license or state ID in Wallet. Built with privacy at the forefront, Wallet provides a more secure and convenient way for customers to present their driver’s licenses and state IDs on iPhone or Apple Watch.

“The addition of driver’s licenses and state IDs to Apple Wallet is an important step in our vision of replacing the physical wallet with a secure and easy-to-use mobile wallet,” said Jennifer Bailey, Apple’s vice president of Apple Pay and Apple Wallet. “We are excited that the TSA and so many states are already on board to help bring this to life for travelers across the country using only their iPhone and Apple Watch, and we are already in discussions with many more states as we’re working to offer this nationwide in the future.”

“This new and innovative mobile driver’s license and state ID initiative with Apple and states around the country will enable a more seamless airport security screening experience for travelers,” said David Pekoske, TSA Administrator. “This initiative marks a major milestone by TSA to provide an additional level of convenience for the traveler by enabling more opportunities for touchless TSA airport security screening.”

Seamless and Secure Experience

Driver’s licenses and state IDs in Wallet will provide an easy, fast, and more secure way for people to present their driver’s license or state ID using their iPhone or Apple Watch. Once a participating state begins offering this capability to its residents, customers will be able to add their driver’s license or state ID to Wallet and simply tap their iPhone or Apple Watch to present it to the TSA, without taking out their physical card or handing over their device.

Adding a driver’s license or state ID to Wallet: Similar to how customers add new credit cards and transit passes to Wallet today, they can simply tap the + button at the top of the screen in Wallet on their iPhone to begin adding their license or ID. If the user has an Apple Watch paired to their iPhone, they will be prompted to also add their ID or driver’s license to their Wallet app on their Apple Watch. The customer will then be asked to use their iPhone to scan their physical driver’s license or state ID card and take a selfie, which will be securely provided to the issuing state for verification. As an additional security step, users will also be prompted to complete a series of facial and head movements during the setup process. Once verified by the issuing state, the customer’s ID or driver’s license will be added to Wallet.

Presenting a driver’s license or state ID to TSA: Once added to Wallet, customers can present their driver’s license or state ID to the TSA by simply tapping their iPhone or Apple Watch at the identity reader. Upon tapping their iPhone or Apple Watch, customers will see a prompt on their device displaying the specific information being requested by the TSA. Only after authorizing with Face ID or Touch ID is the requested identity information released from their device, which ensures that just the required information is shared and only the person who added the driver’s license or state ID to the device can present it. Users do not need to unlock, show, or hand over their device to present their ID.

To add a state ID or driver’s license to Apple Wallet, customers will be asked to scan their physical ID card and take a selfie, which is securely sent to the issuing state for verification.

Security and Privacy

Wallet provides a convenient and more secure way to present driver’s licenses and state IDs, while offering superior security and privacy over a physical wallet.

Apple and the issuing states do not know when or where users present their IDs.

Driver’s licenses and state IDs in Wallet take full advantage of the privacy and security built into iPhone and Apple Watch. Customers’ identity data is encrypted and protected against tampering and theft. Biometric authentication using Face ID and Touch ID ensures that only the person who added the ID to the device can view or present their ID or license in Wallet.

Driver’s licenses and state IDs in Wallet are only presented digitally through encrypted communication directly between the device and the identity reader, so users do not need to unlock, show, or hand over their device.

If a user misplaces their iPhone or Apple Watch, they can use the Find My app to lock their device and help locate it, or remotely erase a device.

Apple’s mobile ID implementation supports the ISO 18013-5 mDL (mobile driver’s license) standard which Apple has played an active role in the development of, and which sets clear guidelines for the industry around protecting consumers’ privacy when presenting an ID or driver’s license through a mobile device.

Customers will use Face ID or Touch ID to authorize only the requested information to be shared with the TSA.

States Across the Country See Benefits of IDs in Wallet

States across the country are looking forward to the superior security and convenience that driver’s licenses and state IDs in Wallet provide to them and their users.

Participating states and the TSA will share more information at a later date about when support for mobile driver’s licenses and state IDs in Wallet will be available in each state, and which TSA airport security checkpoints and select lanes it will be available at first.

Apple Wallet on iPhone and Apple Watch offers an easy, secure, and convenient way to do everything from paying for groceries to accessing your favorite entertainment venues. With Wallet, users can pay in-store, online, and in-apps with Apple Pay, pay for and ride public transportation in cities across the globe, unlock their car, and access airline boarding passes, event tickets, and loyalty rewards programs. University and college students, as well as faculty can also tap their device to use their mobile student ID in Wallet to make purchases and get around campus.
