Most superintendents make 6 figures these days. In TX, their retirement is based off of their last 5 highest years of salary. They want to finish off at a larger district so their retirement pay will be better.

That can't happen if they are known to be a superintendent who can't handle their district; larger districts won't hire them. However, it is next to impossible to fire a teacher in the state of Tx sans catching them in the act of some kind of abuse, and more often than not, if a teacher does something worthy of firing, their contract says the school must pay out the teacher's contract whether the teacher is actually teaching or not. A large chunk of money.

Same for the superintendent who usually has a 2 to 4 yr contract, so schools will usually tell the offending educator (or superintendent, principle, whatever), "if you will resign and not require your contract to be paid out, we won't call the law regarding what you did" and educator just moves on to the next school.

 

Back to superintendent:

Any "teacher problem" reflects on the superintendent and his ability to manage his district. Word gets around quickly among schools supers who can't manage their district and makes them less likely to be hired at a higher paying school, thus he is going to cover, and cover up, for his teachers, no matter what. Not for his teacher's sake, but for his own. The kids never enter this dynamic in the least; only the superintendent's wallet.
