You are correct, but I think it is an honest mistake. I thought he said covet too until someone pointed out it was "covert". That NE accent drops the R's. Park the car sounds like Pahk the Cah to us mid-westerners.
How would one accomplish something by "coveting"? What is a "covet means". This argument is silly. It doesn't change the content of the speech either way. Yes he was about to expose them, those that use covert means to infiltrate our country. I don't think he was talking about about communists per say (but they fall under the umbrella), rather he was eluding to the dark and secret agendas of the unnamed elite.
