Anon, I think that "non civil" refers to "criminal" indictments. Clinesmith is a civilian.
I don't think Q was referring to one's status as a civilian as oppose to military, justice offical, law enforcement etc……..way I read that is "criminal indictments". You're right, Klinsmith is not a civilian. I was thinking in terms of USCMJ Tribunal vs civilian criminal indictments.
