Perhaps because there are sealed indictments and he is under an NDA or has been ordered not to disclose anything about his charges or his case. The man is in serious legal jeopardy and complying with legal and possibly judicial orders on non-disclosure. If his indictment or arrest and release were known to his criminal associates they might avoid prosecution. Letting him shill for UFO disclosure or climate change is fine as long as the cases against his associates are proceeding.

'The plan' is only conjecture. I don't know enough of it to trust it. I believe the Q material is useful and I was 'here' when the original drops took place. My position is that what Q wrote is worthy of study. If noting else it is a significant social phenomenon worthy of examination. I view Q as a body of work worthy of my interest.
