The dead are where they are. Offerings and gifts to the deceased (yes, I looked on Wikipedia too) don't make a bit of difference.
In Ohio there are exemptions for all 3 reasons (religious, medical, philosophical). They're wanting to pass a law REQUIRING public schools to let you know there are those exemptions.
