Actually the 3/5th compromise was all about the census and how many Reps. in Congress each state would get.

The Southern Slave States wanted their slaves to count as people because that way they would have a higher number of Reps. in Congress.

The North did not want the slaves to count in the census because that way the Slave States in the South would have less Reps. in Congress.

So the 3/5ths compromise was initiated so that every 5 slaves counted as 3 people in the census.

At that time, slaves were not considered to be US citizens.
