This article sums it up best IMO. Cognative Warfare is now a thing, and this kind of a weapon is just one of many methods BOTH SIDES are employing against us. This looks like it is active and ongoing. To me, it even looks like the Plan is part of the white-hat cognative warfare campaign.

I'll stand with ya. The problem ATM is awareness. Look at all the other shit we are focused on. We should literally be wearing tin foil hats, or developing counter-techniques to these weapons. How to cleanse the blood of invasive shit, for example? How to detect and protect against certain frequencies? That is the point we are getting to.
