The local police did mention that as a rumor at the press conference last night.
There was apparently flames and a phoenix there as part of the stage show when it started.

Houston Police: One of the narratives was that some individual was injecting other people with drugs…a security officer did receive a prick into his neck; he fell unconscious. When he was examined, they administered NARCAN, he was revived, and the medical staff did notice a prick [mark] that was similar to a prick if somebody is trying to inject.

When asked at the press conference why they didn't shut the show down earlier, Houston Police said that "if it was one more song..concert songs are a minute or two, so that's not significant."
He also said, "You cannot just close when you have 50,000 individuals. You have to worry about riots."
Reporter that was at the show said there was a 30-40 minute gap.
