This essentially means Arizona has their own state plan. Each state has the option to adopt the federal OSHA rules or to have their own plan. I believe, iirc, there are 11 states that do not have their own plan. Most states choose to have their own plan for the sake of sovereignty (keeps federal OSHA out of their businesses). The only stipulation is that the state’s plan must be as stringent or more so than the federal plan, but that’s subjective at best. I live in NC and we have a state plan so the NC Department of Labor oversees Occupational Safety and Health in our state. It’s not real clear how the state plans vs fed OSHA would work in regards to vaccines but, historically, where similar measures have been proposed, most have been stricken from the register when they’ve gone to court. Currently it’s really all meaningless as there is no official OSHA requirement for vaccines (lots of red tape to get a final rule written and approved). Professional EH&S anon btw.
