Why do all the usual suspects we hear about regularly and call for their arrest never include the name Timothy Kaine?

It's not all about fuel.
Drivers who test dirty have to link up to a clearinghouse database that restricts their licence if they are in violation.
So, in states like California where pot is legal there are drivers who can't work because they are regulated by the feds. I think it's more of a DOT issue than a fuel issue causing supply line problems.
