SoftLayer servers provide data services to Federal Gov't through specific DISA/DOD programs.
that's two of mine - i picked up on this this weekend - but people have identified that IP as softlayer for months.
xIBManon was the first time i heard any implication of it being "for-sure" associated with a government cluster - and i hadn't found the archive.org info until otheranon mentioned it.
