India is assessing whether it needs to develop AI-based weapon systems for the military, capable of identifying and attacking targets without human input. The tech can't be reasoned with and won’t feel pity, remorse or fear.

 

The 17-member AI task force, which includes officials from the Indian military, defense ministry, arms contractors and research organizations, was formed in February. New Delhi sees AI technologies as potentially reshaping national security and defense and wants to keep up with leaders in the field.

 

Among the goals which the group works on is “developing intelligent, autonomous robotic systems,” Ajay Kumar, the secretary of the Defense Production Department in the Indian Defense Ministry, told The Times of India.

 

“The world is moving towards AI-driven warfare. India is also taking necessary steps to prepare our armed forces because AI has the potential to have a transformative impact on national security. The government has set up the AI task force to prepare the roadmap for it,” he said.

 

The government is expected to start placing initial tenders for AI capabilities with defense application within two years, Kumar added.

 

AI technologies, or more precisely algorithms using machine learning for better performance, have seen rapid development in the past few years. If adopted by the military, they can be used for automatic target acquisition, automated analysis of intelligence data, improvement of logistics and other tasks.

 

The same technologies may potentially become superior to humans in some combat roles, beating the organic operators of remotely-controlled weapons in their reaction times and accuracy. But developing fully autonomous weapon systems poses yet-to-be answered questions about moral and legal ramifications of entrusting life-and-death decisions to computer algorithms.

A new study reveals that more than 40 percent of American citizens who live above the official poverty line are still unable to afford middle-class basics including cell phones and transport.

 

The study, conducted by United Way ALICE (Asset Limited, Income Constrained, Employed) Project and exclusively obtained by Axios, found that an overwhelmingly large group of US households were virtually struggling to make ends meet.

 

According to the study, two-thirds of US citizens were earning less than $20 an hour in 2016. As a result, a large band of US households sit uncomfortably just above the poverty line – but still struggle to pay for everyday expenses. The list of the basics found to be out of reach included rent, transportation, childcare and cellphones.

 

Based on 2016 data, the study, which will be released in full on Thursday, claims that up to 34.7 million households fall into the category of those unable to afford middle-class basics. Meanwhile, a further 16.1 million were said to dwell in a state of actual poverty. The figures indicate that the overall number of those “in need” would hit 51 million, the study suggests.

 

Despite shockingly high nationwide numbers, poverty was not evenly spread in all states. While North Dakota was revealed to have the lowest proportion of households in need (at 32 percent), California, Hawaii and New Mexico appeared to be tied for the highest, at almost half of all those states’ households (49 percent).

 

Regardless of the state-by-state disparity of the proportion living in poverty, the reality of social divisions is “shocking,” ALICE project director Stephanie Hoopes said of the findings. "It's a magnitude of financial hardship that we haven't been able to capture until now."

 

Axios suggests that the project highlights the sheer scale of a so-called ‘economically forgotten’ class who essentially perceive themselves as victims of capitalism, and for whom this is a major political influence.

The European Union is planning to switch payments to the euro for its oil purchases from Iran, eliminating US dollar transactions, a diplomatic source told RIA Novosti.

 

Brussels has been at odds with Washington over the US withdrawal from the Iran nuclear deal, which was reached during the administration of Barack Obama. President Donald Trump has pledged to re-impose sanctions against the Islamic Republic.

 

“I’m privy to the information that the EU is going to shift from dollar to euro to pay for crude from Iran,” the source told the agency.

 

Earlier this week, EU foreign policy chief Federica Mogherini said that the foreign ministers of the UK, France, Germany, and Iran had agreed to work out practical solutions in response to Washington’s move in the next few weeks. The bloc is reportedly planning to maintain and deepen economic ties with Iran, including in the area of oil and gas supplies.

 

Mogherini stressed that the sides should jointly work on the lifting of sanctions as an integral part of the historic nuclear deal. “We're not naive and know it will be difficult for all sides.”

 

The Iran nuclear deal, known as the Joint Comprehensive Plan of Action (JCPOA), was sealed three years ago in Vienna between Tehran and the P5+1 powers (China, France, Russia, UK, US, plus Germany). The agreement saw decades-long international sanctions lifted in exchange for Iran curbing its controversial nuclear program. On January 16, 2016, the parties to the deal announced the beginning of its implementation.

 

The lifting of international sanctions gave Iran access to the world’s markets for the first time in nearly four decades. Since then, Tehran has managed to significantly increase its exports of crude.

 

However, oil is pegged to the US dollar on international markets, making it difficult for Iran’s partners to make payments for crude and for Tehran to receive them. With the dollar playing the leading role on international financial markets, re-imposing sanctions would mean cutting Iran off from the global financial system.

 

At the same time, dozens of contracts signed between European businesses and the Islamic Republic could be at risk of cancellation if Brussels obeys Washington’s sanctions. This would damage Iran’s economy and European firms would lose a huge market in the Middle East. Switching to alternative settlement currencies allows both sides to continue trading despite US sanctions.
