David Wendler, the senior NIH bioethicist

“There’s a lot of debate within the NIH about whether [a vaccine mandate] is appropriate,” David Wendler, a senior NIH bioethicist in charge of planning the session, told the WSJ. “It’s an important, hot topic.”

Example of his writings -

Views of adolescents and parents on pediatric research without the potential for clinical benefit

https://pubmed.ncbi.nlm.nih.gov/22966027/

Conclusions: The views and experiences of these respondents do not support the claim that pediatric research without the potential for clinical benefit treats subjects as mere means. Instead, the findings provide proof of principle for the claim that non-beneficial pediatric research involves a type of charitable activity which offers children the opportunity to contribute to a valuable project to help others.

How to enroll participants in research ethically

Some studies pose relatively high risks, with little or no potential for benefit to participants. Investigators should be required to establish beyond a reasonable doubt that participants provide valid consent for these studies. This could be accomplished by formal evaluation of whether participants understand9 and whether their decision is voluntary.10

Empirical evaluation of the need for 'on-going consent' in clinical research

https://pubmed.ncbi.nlm.nih.gov/21076272/

Conclusions: The standard consent process resulted in participants being well informed at enrollment. Yet, this process was not sufficient to keep them informed about aspects of the study central to their on-going participation. In addition, participants who wanted more information often did not ask for it. These findings provide empirical support for recommendations that clinical trials should consider including a process of 'on-going consent'.
