“Winter is Coming” – Newsom Extends Covid State of Emergency in California Until March 31, 2022

California Governor Gavin Newsom on Wednesday extended the Covid state of emergency until March 31, 2022.

This is Newsom’s 3rd emergency extension which will take the state past the two year mark under his emergency Covid order.

The California governor’s first Covid emergency order was declared March 4,2020.

“Winter is coming. Winter is here,” Newsom said. “And as we are to be reminded and should be reminded, last year we had a challenging winter, particularly down here in Southern California. We started to see around this time last year case rates, positivity rates, hospitalization rates, ICU numbers start to increase. We’re starting to see that now all across the globe. We’ve seen those trends, not dissimilar to last year.”

Via Gavin Newsom’s press release:

Governor Gavin Newsom today signed an executive order to ensure California’s health care facilities continue to have the staffing and resources needed to prevent potential strain on the state’s health care delivery system as the state prepares for a potential new surge in COVID-19 cases over the winter.

The order extends provisions implemented to expand our health care workforce during the pandemic, allowing health care workers from out of state to provide services in California and enabling certain medical personnel and emergency medical technicians to continue supporting the state’s COVID-19 response, including administering vaccines. The order also continues flexibility for health care facilities to plan and adapt their space to accommodate patients and allows alternate areas, such as parking lots, to be used for vaccination efforts at clinics and other health care facilities.

With certain parts of the state seeing an increase in COVID-19 cases, hospitalizations and deaths, the state is continuing momentum for its nation-leading vaccination effort, encouraging Californians to get their COVID booster shots and vaccinate the newly eligible 5-11 age group. California has put more shots in arms than any other state – administering over 55 million doses of COVID-19 vaccine – and announced first-in-the-nation vaccine measures, including requiring that workers in health care settings be fully vaccinated, adding the COVID-19 vaccine to the list of vaccinations required to attend school in-person when fully authorized for applicable grade spans, and implementing a standard that all school staff and all state workers either show proof of full vaccination or be tested at least once per week.

China Demands US Immediately End All Official Contacts With Taiwan

China’s Foreign Ministry reacted Wednesday to a visit to Taiwan by a group of Senate and House Republicans and called on Washington to end official contacts with Taipei.

"The visit of the relevant members of the US Congress gravely violates the one-China principle," Chinese Foreign Ministry spokesman Wang Wenbin said at a daily press briefing. "China firmly opposes this and has lodged solemn representation with the US side. We ask the US side to immediately stop all forms of official interactions with Taiwan."

According to The South China Morning Post, the 13-member congressional delegation that visited Taiwan aboard a military aircraft on Tuesday included four senators and two members of the House, all of them Republicans.

Not all of the lawmakers who made the trip were identified, but sources told the Post the delegation included Senators John Cornyn (R-TX), Mike Crapo (R-ID), Tommy Tuberville (R-AL), Mike Lee (R-UT), and Rep. Jake Ellzey (R-TX). While in Taiwan, the US delegation visited Taiwan’s Defense Ministry and met with Taiwanese President Tsai ing-Wen.

Republicans in Congress have been introducing legislation to increase military support for Taiwan. A bill introduced in the Senate last week, which Cornyn and Crapo co-sponsored, would give Taiwan $2 billion in military aid each year.

The Republican trip to Taiwan comes as tensions are soaring between the US and China over the island. For the first time since Washington severed diplomatic relations with Taipei in 1979, Taiwan is disclosing the extent of its military cooperation with the US.

On Tuesday, a report from Taiwan’s Defense Ministry revealed over 600 troops have traveled to the island since 2019 for training purposes. The fact that small numbers of US troops have been deployed to Taiwan over the decades is not a secret, but the acknowledgment from Taipei signals a shift in policy and is viewed as a provocation of Beijing.

Florida May Withdraw From OSHA Oversight Over Vax Mandate

The state of Florida is mulling several options to resist Covid-19 vaccine mandates from the Biden administration and employers, including a potential withdrawal from oversight of the federal Occupational Safety and Health Administration (OSHA), the agency enforcing a presidential mandate that businesses with at least 100 employees force them to take the vaccine or submit to weekly COVID-19 tests.

"If OSHA, the Department of Labor and OSHA, is going to be weaponized as a way to hold hostage businesses throughout the state of Florida, no problem. We want a different plan," said state House speaker Chris Sprowls during a press conference to discuss a special state congressional session set to be held next week through Nov. 19, Fox13 Tampa Bay reports.

"We want out of OSHA. We'll submit our own regulatory authority and say goodbye to the federal government."

In a prepared statement, Senate President Wilton Simpson said: "After 40 years in the private sector running businesses that depend on an in-person workforce, where significant safety risks have to be mitigated, I am shocked to see such an unconstitutional mockery of the important role of OSHA," he said of the Biden rule.

That said, even if Florida legislators are able to agree to ditch OSHA, the process "could take several years," according to the report, citing the proposal sponsored by Republicans Sen. Travis Hutson and Rep. Ardian Zika. This of course wouldn't allow enough time for Florida businesses to avoid OSHA fines, which have a deadline of Jan. 4, after which "wilful" violators will be charged up to $136,532.

State lawmakers will also discuss proposals to prevent government employees to be forced to vaccinate, requiring businesses to allow vaccine exemptions, and prohibiting the Florida surgeon general from forcing citizens to get vaccinated.
