That's an elected position. NY'ers decide, but NY is like CA when it comes to governing and voting.

Interestingly, Trump has dragged his feet in nominating folks in some states to these jobs. NY is one of them. Once confirmed by the Senate, an incumbent's term is restricted to four years. Interim appointments can stay basically forever if the local court agrees. Puerto Rico's interim US Attorney has been there 10 years.
This happens to be a long standing custom. The LA governor is always invited to a state dinner held for France's leader due to that state's roots. Don't read any more into the dinner invite to him than this.

Agree. RR though isn't afraid of whatever the media runs. That's a great quality for someone at a top level to have. Someone like Comey probably cries a lot.
