if POTUS signed a Presidential Letter directing RR to bring all docs to WH for meeting without redaction or shortage for review in exchange for investigation to be sent to IG , we might not ever see that letter published but it doesn't mean it wasn't a Presidential directive. Cut a deal for everything in exchange for the delay to the public finding out would be a good deal considering how much stonewalling has gone on. RR could drag every document out forever.
