Skimmed Wikipedia and it says Terramar is that part of the ocean outside territorial waters. Might be Maxwell's designation, since she founded an organization, or such, named Terramar.
Terramar means landsea, I think, so I'massuming islands or sea bed is involved. So, islands with submerged entries or sea bed tunnels, maybe.
Would be good places to whisk off Epstein. Why didn't Maxwell go, though, when the heat was on, if such facilities exist.
