In that article, the following is stated "However, because Panuccio is not Senate-confirmed, he would not act as attorney general (or deputy attorney general) if those offices were also to become vacant. Instead, under the Justice Department’s own succession statute and guidelines implementing that law issued by Attorney General Loretta Lynch in November 2016, Brand is replaced in that line of succession by Solicitor General Noel Francisco (the solicitor general is the nation’s chief legal representative in front of the Supreme Court)."

 

If you follow the link for the "guidelines implementing that law" you get this order from then AG Yates. (see pic) It lists the order of succession that she dictated at the time.

However, in Jan 2017, right before the inauguration of Trump, Obama put forth EO13764 which designated a different order.

Then, after Trump took office, he released a series of EOs changing the order yet again. First in EO13775 and lastly in March 2017 with EO13787.

The final version shows the following order by POTUS:

(a) United States Attorney for the Eastern District of Virginia;

(b) United States Attorney for the Eastern District of North Carolina; and

(c) United States Attorney for the Northern District of Texas.

 

So there you have it, the "acting" AAG or DAG will be the United States Attorney for the Eastern District of Virginia,
