Looking back for Sauce.
It's actually been over the last maybe 2 to 3 years.

Many articles going back to 2018. Lots of NOISE.

This is a possibru, yes…
However, if their servers act as a routing intermediary, then the statement is only true if their servers stay operational.
IIRC, Signal's ability to transmit via phone number based addressing would rely at a minimum on the phone carrier services. It's been a while since I dabbled with it. So their framework may have changed.
IF… and ONLY IF… Signal can send a communication straight to your device via any available net connection using only available DNS routing like from one PC to another PC, then Blackout use may be possible.
However, I vaguely remember Signal basically encrypting texts sent to and from your device phone number. Which I believe would require the carrier's servers being operational in order to convert the phone number to a relevant device IP address.
Like I said, there's a lot of noise in the sauce.
Otherwise I'd have posted a more concrete link.
EVEN IF Signal was secure… Once it gets to your phone and has been decrypted for viewing… There are MANY other gremlins that could take over from there and still get the content.
