The Teddy Roosevelt picture is by Tade (Tadeusz) Styka (1889 – 1954) & it hangs in the Roosevelt room at the White House.
The bitter taste is the reason that the Brits added gin to the quinine rich tonic water to make it more palatable.

McKinley's replacement Teddy Roosevelt was painted by a Polish man Tadeusz “Tade” Styka who also painted a number of other roosevelt family pictures.

Alcohol can be used as a solvent to release chemical compounds in fruit/plants etc.
Wonder if just putting the fruit rinds etc in vodka would be just as effective to extract the quinine etc.
