I think you may be right. Take away the hair, makeup and necklace and that would look like a man. Also, notice the third finger is longer than the index finger.
I performed a background check on him a few months ago. It led me to his home address. The mini-van he was photographed next to is parked on the street in front of that address in maps.google.com.
