I don't think any agency or department think they're independent of the Exec Branch except for the DoJ and FBI. Notice Congress has not whined publicly about any other entity not providing them requested documents.
The Exec Branch has many entities. IMO it's way too large and diverse for Congress to do adequate oversight. Have you seen any Congress creatures whining about not receiving info/docs from any of these?
