Perhaps it might be useful to develop a long long list of bad people who live in Westchester County, NY. Perhaps it might be useful overall to make a list of the worst people, the most harmful, and where exactly they live. No clue what value that information has, but at this point, all we really have is nothing. Standing outside a government building in a major city that has lots and lots of cops and waving a sign indicating displeasure, when trying to figure out if someone 100 feet away is illegally in the government building really seems like either a waste of time or harmful.
Just getting a feel for where the absolute worst most damaging people are seems like good information to have even if it isn't clear what to do with it.
