BREAKING (5:30 p.m. Thursday): A week-long, two-state manhunt ends in the deaths of a former Baltimore County police officer sought in a carjacking and kidnappings, his daughters and his companion, sources tell the 11 News I-Team.
BREAKING (4:40 p.m. Thursday): A week-long, two-state manhunt for a former Baltimore County police officer ended Thursday with his death and the death of one of his daughters, sources tell the 11 News I-Team.
BREAKING (3:30 p.m. Thursday): Many police cars surrounded a crashed car in the Smithsburg area that's believed to be connected to the search for former Baltimore County police Officer Robert Vicosa, SkyTeam 11 video shows.
Sources told the 11 News I-Team that authorities had been tracking Vicosa and suspended Baltimore County police Sgt. Tia Bynum through Washington County.
Pennsylvania State Police tweeted that the area of Ringgold Pike at the Pennsylvania-Maryland line will be closed for an extended time. All traffic should avoid the area. The public is not in any danger, police said.
ORIGINAL STORY (Thursday morning): The former Baltimore County police officer at the center of a manhunt in Pennsylvania carjacked and kidnapped a man in the Cockeysville area, Baltimore County police said.
Another armed kidnapping
Baltimore County Police Chief Melissa Hyatt said former Baltimore County police Officer Robert Vicosa carjacked and kidnapped a man Wednesday afternoon in Cockeysville. Hyatt said Vicosa was accompanied by two young girls and suspended Baltimore County police Sgt. Tia Bynum at the time of the carjacking.
"We believe that these two suspects committed a kidnapping in Baltimore County yesterday afternoon in Cockeysville," Hyatt said. "During this incident, these suspects, who were armed with a handgun, carjacked an individual, forcing him to drive these two suspects throughout several different locations across the Baltimore metropolitan area. This victim was later released unharmed."
Vicosa and Bynum are wanted and considered armed and dangerous, and the safety of the children is a priority, police said. Anyone who sees Vicosa and/or Bynum is asked to call 911 – do not approach them.
The U.S. Marshals Service is offering a reward of up to $5,000 for information leading to Vicosa's capture and the children's recovery. Call 911 with information, or the York Area Regional Police Department at 717-741-1259.
