Summary:
The LV shooting is VERY important because the plot to kill POTUS was that night. So Paddock was a black hat gun dealer. He got setup in a bad way, and suicided. The top floors and people on the ground is where the actual shooting was happening from. All the witnesses were "taken care of" either by car crash or other methods at C_A disposal.
Another way of thinking about it:
Paddock was LHO. Neither of them even pulled the trigger. It was C_A all around. All of it. LV = current POTUS' JFK incident.
