Likely on a case by case basis here. Having said that, IMO they all bear responsibility, in varying degrees. No possible excuse for being too ignorant, lazy, dumb and dishonest to find out even the basic facts. We don't decide who goes to hell, and that is a very good thing, but somewhere along the guilt continuum is a marker. Anyone below it gets flushed.
