I don't think George Pop was a plant, per se, but I think Halpert or another plant fed him false information about the DNC hack by the Russians, then Downer, the Aussie dude, got Pop boozed up in a London pub so Pop would spill the info that Halpert gave him, and boom, now Pop is aware of the "collusion."
