Q has always been vague and ambiguous IMHO.
Supposedly 11.3 and 11.6 refer to some sections of a legal book. How many people could be expected to figure that out? Is that even the intended interpretation?
If Q had wanted to be clear, he/she/they could have written something like "What are 11.3 and 11.6 when they are not dates in November?" But probably Q team has multiple writers with different styles and they don't bother trying to be clear. I think spies enjoy causing confusion. They probably regard it as good tradecraft. Maybe it is good spycraft, but it is not effective for communication with good-guy patriot citizens.
