Paul told the Ephesians,

"wolves" would enter in among them.
The reference to "wolves" was regarding the priests of the Great Mother in Asia Minor
(of the city by the name meaning "wolf").
As foretold,
Ephesus was the city in which the doctrine of the Mother of God was made orthodox under the guise of defending the nature of Christ.
It is no surprise therefore,
the "wolves" would finally seat themselves in Rome,
the city of Romulus and Remus,
raised and suckled by a she-wolf.
They need their criminal operatives/expendables to be out of incarceration to carry out the missions of subversion and insurrection.
This isn't a righting of a "it's not fair" thing of oppression against those imprisoned as they pretend on the public face of things.
How else could they have their criminal operatives walking the streets?
And who else would perpetrate their criminal insurrection for them?
