It doesn't seem likely she would install a massive antenna & start TXing in Russian. Major red flags. The fact she actually got a license at all makes me think the HAM angle might be a dead end. But then again, these people are stupid.
If she did choose HAM for this reason, there are much easier ways to get a message out (or receive them) without drawing a bunch of attention.

With a 5-10w mobile/HT, she could TX locally/simplex to a middle man source that isn't likely to be traced to relay messages.

She could stretch her range out drastically with a local repeater using a number of methods (veiled language. codewords, or even a number stations system). Late night on most repeaters are dead silent, since 99.999% of hams are boomers.
-More sophisticated ideas would be PSK, data link, etc. to encrypt actual messages over the same systems. You could even use APRS to command or respond, with a crypt sheet (i.e. being at this park = YES, being at the bowling alley = NO, etc.
Point being, there are a million ways to conceal yourself using HAM, (the same way you would do it using twitter, discord, playstation, gmail, etc.) without erecting a tower that could reach South Africa. Speaking a foreign language would draw attention, as another anon pointed out.
