Some troubled youth gets put on their radar, they don't approach him or anything, just monitor & make sure that when he gets caught for crimes, he is only given a slap on the wrists relative to the crime. This way, he feels more embolden to do criminal things.

Over the years, he will feel invincible. He can say whatever he wants, do whatever he wants.

Then, when that asset, who doesn't know he's an asset, is needed to do some type of horrible thing(mass murder) as publicly as possible, They slip him some drugs tainted with something that causes a blackout which they can some how use to control his actions for a short amount of time.

It wears off quickly & the asset is now dazed & confused & subdued.

How many other states require Bail to be a thing no matter the crime? Is that why WI was picked?

I missed the bail hearing, I gotta go watch it. That doorbell video made me feel sick as well. I was listening to the police scanner that night & the 911 call about him on the persons porch, I thought the video would be of him lurking & trying to break in or something.
