I actually think Trump did quit, however by quitting the strategy that had been laid out for the first term. I just don't think Trump wanted a 2nd term just like the 1st, which it would have been, IMO.
So, two concomitant scenarios play out,. The first is that Trump allows Biden to win, when Biden only wanted to win the popular vote, and the second is that Trump does not want proof of election fraud to reinstate him into office without a Biden interlude.
This sticks Biden with dealing the traps set up to ensnare Trump's 2nd term, as well as sets up the scenario that the fraud proof will be revealed, in a manner we haven't been tuned in to yet, so the take away is that Biden fucked everything up and had to cheat to be able to do it.
That leaves, then, the question on the table if Trump is aiming to eradicate the perpetual power elite in DC, That would be those who have no allegiance to any cause, only that the structure in DC that enables their comfortable financial future to be left intact.
Trump's goal was to return power to the people.
