Also, examine what documents they accept as proof of "permanent address". I was in a similar situation once. I noticed that a printer-friendly version of my bank statement displayed whatever address I'd set as my mailing address in my account. I just changed the mailing address in my account, printed a statement, then changed the address back. The county accepted it without a question or second glance. Might help, might not.
