For some strange reason, the "Update" button has always been greyed out and unusable only on thread OPs since I've been back. This is something Jim would have to fix, there's nothing we can do at the board level unfortunately.
Removing disabled from the html element and clicking Update causes disabled="disabled" to immediately reappear and the form to not submit. It seems like it has something to do with jquery.min.js, but I can't edit that, only Jim or whoever has administrator access can.
