CIA is the deep state apparatus to keep us 'in the dark' about aliens and the cabal. they expanded straight into population control since this is such a huge task.
I think that is part of the point of it. Constitution does not apply outside of the country, especially to non citizens. Gitmo is not on american soil. It is in cuba on land we 'rent' from them, against their will! they refuse to cash the checks and say they want us gone, but we invoke squatters rights and refuse to be evicted since we 'pay the bill'
